Naver Smart Store sellers usually pay two main charges, an order management fee and a payment fee, and the exact rates depend on the size of your annual sales and can change over time. This guide explains what each fee covers, shows the rates reported in the Korean press, and lists what a foreign brand should check before it plans a store budget. The figures below come from published news reports and were accurate at the time of reporting, so always confirm the current rates on Naver’s official seller pages before you decide.
The two fees most sellers see
The first is the order management fee, which covers Naver’s integrated order solution for payment gateway, sales management, delivery tracking, customer management, marketing and sales analysis. The second is the payment fee, which is charged for processing the buyer’s payment through Naver Pay. Some sales that arrive through Naver Shopping can also carry a separate sales linkage fee, so check the current schedule for your product category.
Order management fee rates
In July 2021, Asia Economy reported that Naver Financial would unify the order management fee by sales scale, with 2 percent for small businesses with annual sales of 300 million KRW or less and 3.3 percent for general businesses with annual sales of 3 billion KRW or more. The report also said the earlier system of rates that varied by the payment method a buyer chose was abolished.
Payment fee rates
In September 2025, Asia Economy reported that Naver Pay would lower its standard online payment rates from October 1, 2025. The reported rates by annual sales were 0.84 percent up to 300 million KRW, 1.41 percent from 300 million to 500 million KRW, 1.56 percent from 500 million to 1 billion KRW, and 1.81 percent from 1 billion to 3 billion KRW. Each was a reduction of about 0.02 to 0.03 percentage points.
What this means for a foreign brand
A new store usually sits in the lowest sales band, so the rates for small businesses are the most relevant when you plan margins. The bigger question is whether you can open a store at all. A 2022 Korea Times report said Naver would allow only foreign nationals living in Korea with a business licence to sell on Smart Store, which is why many overseas brands enter through a Korean entity, a distributor or an agency. Our guide to Naver Smart Store for foreign companies explains the routes.
Costs beyond platform fees
Fees are only part of the budget. Plan for product page translation and design, photography, shipping and returns, advertising, and any import or labelling requirements for your category. Read our product detail page guide and our post on Naver Search Ads for the content and advertising side.
How to calculate your margin
Start with your selling price, then subtract the product cost, shipping, the order management fee, the payment fee, any advertising cost per sale and expected returns. Work out the result at your expected first year sales band, not at a larger band you hope to reach. If the margin is thin, test a higher price or a bundle before you launch.
